Réussir un PDME

Vous souhaitez mettre en place un Plan de Mobilité Employeur ? 

Le Plan de Mobilité Employeur (PDME) vise à mettre en place des mesures concrètes pour rendre les déplacements domicile-travail plus vertueux comme :
• La promotion d’alternatives à la voiture individuelle : vélo, covoiturage...
• La mise en place d’une nouvelle organisation du travail : télétravail, coworking, flexibilité des horaires…

Au-delà de son caractère légal, il constitue un véritable cadre méthodologique pour accompagner les entreprises vers une mobilité plus responsable. 

Le développement de la plateforme Maplab a été articulé autour de ce Plan de Mobilité Employeur afin de faciliter le passage de la méthodologie à la pratique. 
Une solution qui permet à l'entreprise qui permet d'agir concrètement sur la mobilité de ses collaborateurs en moins de 3 mois.

Employer Mobility Plan - Understanding the regulations
Since 1 January 2020 and the entry into force of the Loi d'Orientation des Mobilités (LOM), companies with more than 50 employees must include the subject of home-work travel in their NAO (Négociations Annuelles Obligatoires). In the absence of an agreement on the implementation of measures, companies are obliged to set up an Employer Mobility Plan.

At present, failure to comply with this obligation does not result in any particular fine. However, as the work of the Convention Citoyenne shows, companies could in future be fined.

1. Measuring displacement

Using a simple HR file (employee addresses, workplace, working hours, mode of transport), Maplab measures the impact of employees' home-work journeys through 4 indicators:
- Carbon footprint
- Time
- Costs
- Health (calories burned)

And this at the company level but also for each employee.

All of these results are delivered on a dynamic mapping tool allowing an analysis by employee, by site or by group (business line, management, etc.). In this way, it is possible to have a clear vision of the company's mobility. 

💡 In order to take into account all the hazards of employees' daily lives (part-time work, teleworking, use of alternative modes of transport, dropping children off at school, etc.), we have developed a mobile application. With this application, each employee can individually add his or her own journeys for each day of the week.

The application also allows employees to fill in questionnaires in order to gauge their opinions through surveys (see Option 1 for more information).

Option 1 Using the employee mobile app
We propose a mobile application to allow each employee to precisely record his or her travel habits for each day of the week. This is an opportunity to make employees aware of the different impacts of their travel.

This application can also be used to integrate questions/suggestions co-constructed with the client on:

- How employees feel about their journeys
- Difficulties and obstacles encountered during their journeys
- Avenues for improvement in terms of equipment, timetables, workplaces, etc.

The results of this survey can be used to obtain decisive information for setting up study scenarios and defining the objectives to be achieved.

Access to the application can be sent directly to the employee by e-mail. Each employee has a personal account on the application, which ensures anonymity: colleagues and management will not have access to this information.

Option 2 Accessibility study: parking, soft mobility
The platform performs an initial analysis of the level of accessibility in terms of transport time of the company's offices. This module covers public transport, walking, cycling and car (taking into account rush hour traffic).

Soft mobility

To complete this analysis, we propose to map all the offers currently available in the vicinity: public transport, shared micro-mobility services, car-sharing, car-pooling offer...

Parking

Legislation tends to reduce the number of parking spaces, whether for new buildings or at the city level. This has direct implications for the company and its employees.

We propose to integrate an analysis of parking supply and demand. The purpose of this study is to identify the periods of saturation and to propose an action plan to optimise parking.

Option 3 Measuring business travel
Through the use of our mobile application, by connecting to the HRIS(functionality under development) or an HR file (invoices, expense reports), we diagnose and develop an action plan to optimise your business travel.

To do this, we follow the"Mobility Pro" methodology established by the Ademe.

B - Définir ses objectifs et se projeter vers une mobilité durable

Changes in mode of transport

In just a few clicks, the platform identifies employees who are likely to change their mobility: from car to bicycle, public transport, walking and carpooling.

The tool identifies employees who currently drive:

- who live on an existing carpooling route (Klaxit, Blablacar Daily, ...)
- who live close enough to the site to switch to cycling or walking
- or for whom public transport is a possible alternative to the car

By cross-referencing the results of the survey, it is then possible to identify precisely the actions to be taken to make this change.

The platform offers an estimate of the potential benefits in terms of :

- CO2
- Daily commuting time
- Relative costs
- Health (calories burnt per day)

New work organisation

Many companies are changing their work organisations: teleworking, hybrid, co-working, etc. This is leading to new ways of working in the organisations. This is leading to new ways of working within the structures.

Using the information obtained via the mobile application and in collaboration with the company, Maplab defines a series of work organisation scenarios relevant to the company.

The Maplab platform simulates all types of organisation for each employee over a week:

- Flexible working hours
- Workplaces: company sites, co-working spaces, home
- Modes of transport used
- Travel chains

For each scenario, the CO2, time, cost and health impacts are calculated in order to facilitate the comparison between each of them, and to select the most relevant for the company.

The selected scenario thus becomes a target plan for the organisation.

C - Définir un plan d’action pour une mobilité décarbonée

Based on the previously defined objectives, a detailed action plan is then proposed. This provides as complete a list as possible of the actions to be implemented.

This will deal with each action via a dedicated sheet describing in particular:

- How to implement the action
- What are the costs of implementing this action
- The most relevant actors to contact to implement it (according to our Action Store with trusted partners

The action plan will be fully modifiable by the company from the platform.
